General Recommendation for the Award of Credit
The „Oldenburg“ Model for the Accreditation of
Prior Learning
Between 2004 and 2007, the Carl von
Ossietzky University Oldenburg parti-
cipated in the „
ANKOM Initiative
“ („Accre-
ditation of Prior Vocational Learning to
Higher Education“) by the German Fe-
deral Ministry of Education and Research
(BMBF) as one of twelve pilot projects
(Hartmann et al., 2006).
The pilot projects of the ANKOM were
enabled by an enactment of the Ger-
man Kultusministerkonferenz

in the
year 2002. This enactment already sug-
gests a design for a system for the award
of credit. It is stated that „Knowledge
and skills that were acquired outside
the higher education system can be
awarded with credit (if applicable in the
form of blanket accreditation) for high-
er education study programmes if […]
their content and level are equivalent to
the part of the degree programme that
is to be substituted […]“ (KMK, 2002).
The award of credit of prior learning
acquired through vocational and pro-
fessional practice is being practised at
the University of Oldenburg since 2006.
At the
Wolfgang Schulenberg Institut für
Bildungsforschung und Erwachsenenbildung
at the Carl von Ossietzky University Ol-
denburg, a quality-assured method for
the assessment of the award of credit
of vocational learning outcomes for
degree programmes was developed in
line with the „
ANKOM Initiative
“ (Müskens,
2006).
This method, a so-called equivalence
check, has already been used for asses-
sing numerous advanced and vocatio-
nal training certificates. The equivalence
check is mainly focused on identifying
those parts of a degree programme and
an advanced training programme which
are equivalent in content and level.
